Library package naming to follow the versioning standard:

Dev Build/patch - mongo_csfle_v1-rhel80-6.0.0-alpha4-284-g8662e7d.tgz
Release build - mongo_csfle_v1-rhel80-6.0.0.tgz

Put the library in the standard download locations like other release artifacts. Also, add them to the feeds.
