Update FCV constants in server code base following 5.2 branch

      Additionally,
      * Update multiversion tests following 5.2 branch
      ** See SERVER-31553 for the work done when branching 3.6. Similar to SERVER-27107, after branching 5.2, we should bump the version in the following places:
      ** For master branch:
      *** update multiversion to download 5.2: https://github.com/mongodb/mongo/blob/r5.2-rc0/etc/evergreen.yml#L975
      *** update MongoRunner.binVersionSubs
      *** bump verify_versions_test.js from 5.2 to 5.3



      Update verify_versions_test.js for the new version.

      Update setup_multiversion_config.yml on master with new Evergreen projects for the released versions"
