Redefine the CommandInfo classes contained in BalancerCommandsSchedulerImpl as IDL data structures.

      The CommandInfo class hierarchy defines fields and de/serialisation rules for sending a set of remote commands to shards. Such entities can be more robustly expressed through the IDL facility provided by the environment.
