SERVER-61727 (part 1) left some todo statements regarding building the next phase and transitioning phases within the balancer defragmentation policy. In this ticket, we should ensure that phase transitions work correctly. If there are no actions to be done for a given phase, the collection should transition through phases until it reaches a phase with actions to be done.
