newTermStartDate is the walltime of the "new primary" oplog entry, but this is written earlier than we actually start accepting new writes to the replica set. We should add (or change this metric) a metric that tracks the walltime when writes are actually accepted in a new primary as a more accurate measure of write unavailability during elections
