Motivation for Request

This is one of the goals of the project to "Enable a method to track private Server work in Jira."

Context

Description

We decided that we wanted a commit queue task that validated whether the commit only referenced a public SERVER ticket. Now that we have SERVER tickets that can have the "Mongo Internal" security level, we want to avoid having public commits that reference those internal tickets since public users won't be able to see those tickets.
