When a recipient nodes observes a heartbeat with a split config, it will initiate a local reconfig to install the recipient config. We must ensure that this only happens if no other recipient config has been installed from a split config to ensure the split config is irreversible.

Also consider the following validations:

• Only apply if local node is in recipient set
• _settings.ourSetName() is used for heartbeat processing, and that is statically set at process startup
