When backporting from head to 4.4 the LIBDEPS_DEPENDENTS Scons tag should fail

      When backporting from head to 4.4, the Scons node environment LIBDEPS_DEPENDENTS should become PROGDEPS_DEPENDENTS.

But I don't think there is any way to make it fail

Because both LIBDEPS_DEPENDENTS and PROGDEPS_DEPENDENTS are supported on v4.4.

But you need to use the right one

Things that are now correct using LIBDEPS_DEPENDENTS may require PROGDEPS_DEPENDENTs on v4.4, and that's just the way it is
