Enable prefix compression on clustered collections with long key prefixes

      SERVER-61599 showed that prefix compression is not universally useful for clustered collections. It needs longer common key prefixes to become useful, we should enable it with a more appropriate prefix_compression_min (defaults to 4 bytes).
