Ensure 'clusteredIndex: false' allows createCollection to opt out of clustering a collection

      Write a test to confirm it accepts the parameter as false in the {clusteredIndex: <bool>} format.

      Motivation: Right now, clustering is off by default. In the future, it may be on by default. When that day comes, we still want to allow users to opt out of clustering if they really want to
