The goal of this task is to cherry-pick each diff from the "lower-abt-to-sbe-plan" branch to "master" one by one (going through the commit queue).

This task is currently blocked until the process of mering the "optimizer-poc-master" branch to "master" is complete. Once that is done, we will be able to move forward with this task.
