Move up check for defragmentation during setFCV < 5.3

      In case of ongoing defragmentation during setFCV < 5.3, the error is thrown after the feature compatibility version has already been updated.

      The check must be moved up in order to don't modify the FCV document at all if a defragmentation is ongoing.
