Major - P3 the onDelete op observer calls releaseInstance which takes the POS mutex and can deadlock with checkIfConflictsWithOtherInstances (POS holds its mutex during calls to checkIfConflictsWithOtherInstances)
Tenant Migration Recipient Service shouldn't delete an earlier migration's state doc while holding the instance mutex
