      This work should include:

      • Adjusting all references to mongodbtoolchain/v3 to say mongodbtoolchain/v4.
      • Rewriting explicit toolchain vars files in evergreen configurations to use the new stable files, rather than explicit versions, to simplify this transition in the future.
      • Adjusting all references to mongodbtoolchain/gdb to use a path under mongodbtoolchain/v4
      • Enforcing the v4 versions of clang and GCC as the minimum supported compiler.
      • Updating public and private documentation to reference the v4 toolchain and the new compiler minima (including those for MSVS and Xcode).
