This ticket is the second of two tickets that capture the effort to update logging documentation and collate it into a single location in the repo at docs/logging.md (a new file established in the sibling ticket ~~SERVER-62595~~)
In this ticket we will:

Review the Log Severity Selection Policy wiki page for update opportunities
Review docs/logging.md for update opportunities
Merge the wiki content into docs/logging.md
Point the Log Severity Selection Policy wiki page and Google Doc to docs/logging.md
