Clustered FSM workload has side effects that can fail concurrent tests

      Starting from SERVER-62240, the clustered collection FSM test clusters all collections. This has the side effect of clustering all collections, including those belonging to unrelated concurrent FSM workloads. These unrelated workloads can fail if they expect collections not to be clustered, or more in general to not change their configuration across drop and recreate.
