Reject significant election term increases in tests

      During normal testing of a replica set, it seems unlikely that a node's term value should suddenly increase by a significant amount. As a result, we should consider restricting the increase to some high upper bound, such as 1000. We should consider adding this as an invariant, in order to get diagnostics from the test.
