We need a hook that can launch a background thread that connects and disconnects clusters periodically. There are two models available:

We can create a hook in the style of the ContinuousStepdown hook (i.e. with a Lifecycle object), though it would be vulnerable to the bug described in SERVER-60595.
We can create a hook in the style of the SimulateCrash hook.
