      Keep "shard merge", remove the code for "multitenant migrations".

      Remove MigrationProtocolEnum, featureFlagShardMerge, TenantMigrationUtil.isShardMergeEnabled.

      Search the code base for "shardMerge", "shard merge", etc., and remove places where it's no longer necessary to distinguish "shard merge" from the now-deleted protocol.
