Add cli update/diff tools for golden data test management.

At minimum tools should provide features:

• diff between expected and actual test outputs. Should be configurable enough to allow for different diffing tools to be used depending on development environment.
• accept the most recent test outputs (by copying them over the expected outputs in source repo.
