We plan to upgrade the mongod layer to shardsvrs first before upgrading from using Atlas Proxy to to use mongoq, so it's important that we test running shardsvrs in the absence of mongoq/mongos. This suite should start replica sets up as shardsvrs, and also start up a config server - we can create a new fixture defined in buildscripts/resmokelib/testing/fixtures in order to do this and use it in this suite.
