Use column store for queries with small set of fields but no "lowerable" predicates

      Discussed during SERVER-63124. Since we are not competing a column store index vs. a "regular" index at this point, there are probably many cases where this could still be beneficial. We expect this might be slower if you're scanning a large number of columns but we can add a heuristic to allow small # of fields to use the column store.
