Remove mongoq's handling of tenant migration errors

      We decided on a different architecture upgrade path where we upgrade the mongod layer to shardsvrs/configsvrs before adding mongoq, so mongoq does not need to support tenant migration errors.

      This ticket is to remove the handling that was added under PM-2477.
