This command is introduced in SERVER-61028 to block CRUD operations on the shards. We should generalize this command to make it reusable in other scenarios:

• the reason to distinguish between critical section acquired from different DDL operations.
• a flag blockReads to specify if the critical section should be taken in writeOnly or readAndWrite mode.
