      The assertCmdSucceededOrInterruptedDueToStepDown and
      assertCmdSucceededOrInterruptedDueToShutDown helpers currently only accept ok:1 and notPrimary errors as indication of command success. When a migration is committed before donorAbortMigration is sent we return TenantMigrationCommitted, so we should include that as acceptance criteria for the abort operation.
