      Earlier in PM-2210, we disallowed internal sessions on non shardsvr/configsvr replica sets assuming the transaction API that uses them would not be used on such replica sets. It's convenient to use the transaction API in the same way on replica sets as for sharded replica sets, so we should remove this restriction.
