These are all doing similar things. To reduce the explosion of tasks we have, we could make it so we just randomly kill/terminate/stepdown the primary each time instead of only doing one in each of 3 passthroughs. We might need to keep kill by itself to not lose fastcount coverage until fastcounts survive crashes.
