Reduce mongos quiesce time for sharded fixture

      Currently tests that runs on the ShardedClusterFixture use the default mongosShutdownTimeoutMillisForSignaledShutd own of 15 seconds.

      In order to speedup those tests we could simply reduce this timeout.
