      SERVER-64630 fixed scenarios of unnecessary refreshes of the catalog cache. To allow the stale_mongos_and_restarted_shards_agree_on_shard_version.js test to work in multi-version suites, this assert has been implemented in order to pass both in case of bugged and fixed logics.

      Checks on bugged logics can be removed once version 6.0 has been branched out.
