We want recipient nodes to run an election as soon as possible once they have installed the recipient config. It's possible in some cases that there is a very high electionTimeoutMillis which may negatively impact the length of the split critical section (for instance python test fixtures in evergreen will default to 24hr to avoid spurious elections). After all recipient nodes report the correct recipientSetName, we should choose a random node and send a replSetStepUp command to it in order to start an immediate election.
