When user write blocking is enabled, even if the user has permission to bypass user write blocking, resharding is not working. This is because even though the db-primary shard forwards the bypass flag to the configsvr when invoking _configsvrReshardCollection, there the bypass flag is not propagated to the resharding donor/recipient services.
