      The current FCV downgrade process includes a step to enforce the maxChunkSize constraint over all the existing chunks of the cluster.

      This time-intensive operation can be removed once the noMoreAutosplitter feature flag becomes active by the default in lastFCV.

      (At the time of this writing, the ticket is expected to only be actionable once version 7.0 gets generated).
