Add test coverage for reaping a session with active TransactionParticipant and TransactionRouter yielders

We have a unit test for TransactionRouter::canBeReaped() but no integration test for verifying that the MongoDSessionCatalog and RouterSessionCatalog reapers do not reap sessions with active TransactionRouter yielders.
