Disable internal transactions tests that involve restarts on the inMemory variants

      This can be done by adding the "requires_persistence" tags to the tests that need to be disabled. Those tests are:

      • jstests/internal_txns/*resharding*.js (since the 
        InternalTransactionReshardingTest restart one of the shards here and here)
      • jstests/internal_txns/*migration*.js (since the 
        InternalTransactionChunkMigrationTest restart one of the shards here and here)
      • jstests/internal_txns/*restart*.js
