SERVER-62266 used user_write_blocking.js to test setClusterParameter and broadened the scope of the test fixture stored in that file. As a result, we should rename this file to something more generic, (i.e., maybe restartable_test_fixture.js).

Additionally, this will require creating a TIG ticket to update the denylist to include the new name of the file. Since user_write_blocking.js includes the keyword super(), it was denylisted from the fuzzer tests, and this will need to be updated when this ticket is completed.
