For multi-tenant migration, createRetryableWritesOplogFetchingPipelineForTenantMigrations() fetches only the oplog entries generated by retryable writes with ts < startFetchingTimestamp, specific to a given migrating tenantID. For shard merge protocol, we should fetch oplog entries generated by retryable writes with ts < startFetchingTimestamp for all tenants.
