Remove TestingProctor conditional on setting write_timestamp_usage

      WT now sets a default write_timestamp_usage of ordered when none is given. MDB needs to remove the TestingProctor predicate when creating record stores and indexes such that we can use the appropriate relaxed mixed_mode setting for specific tables.
