Add diagnostics to `DBClientConnection::call`

      This ticket adds a log statement to DBClientConnection::call that records the underlying exception, as well as the HostAndPort for both the local and the remote ends of the connection used by DBClientConnection::call. This information is only recorded when testing diagnostics are enabled.
