MongoDB v3.4 retired the functionality of "shard-aware tagging", replacing it with the zone sharding.

Such change is still not reflected in the source code of the Balancer and its policies, which references both zones and tags in many of its variable/method declarations.

Any reference to tags should be replaced with zones.
