      part of POC (incl SERVER-66424, SERVER-66425), the task here is to handle the reuse of a plan once it has been retrieved from the plan cache. we should take as input the cached plan (and whatever context necessary to substitute constants) and return a PlanExecutor ready for query evaluation.
