      This is a sister ticket to SERVER-66476.

      The retryable_writes_jscore_passthrough test suite encodes a list of tests which do not support retryable writes. This list has been copied across a number of other suites, and will soon be copied again for the shard split passthrough tests. This ticket will move these exclusions to the tests themselves, so that we can skip them in other passthroughs without duplicating the list. Also, this ticket will cover the work to deduplicate tags which exclude the same tests for retryable writes.
