Move createIndexOnConfig() method into its own file and remove from Shard

      The only user of createIndexOnConfig() is src/mongo/db/s/config/sharding_catalog_manager.cpp so perhaps the new header could be src/mongo/db/s/config/index_on_config.h.

      Then remove the createIndexOnConfig() from Shard interface.
