Persist CompactStructuredEncryptionDataCoordinator document before entering first phase

      We are not persisting the coordinator document before entering kRenameEcocForCompact phase. This means that if a stepdown happens before the second phase we will  just abandon the coordinator.

      The other DDL coordinators do not have this issue  because they all start form a placeholder kUnset phase
