Remove bin version comparison for shard split FCV test

      The shard split jstest testing that splits are aborted during an upgrade/downgrade is currently gated by a bin version check. We should remove this check when 6.2 is released, since we will then have to consecutive versions which support commitShardSplit without a feature flag.
