Create a GlobalIndexMetrics class for tracking metrics for an individual global index build instance. This is the global index's version of ReshardingMetrics and should be a subclass of ShardingDataTransformInstanceMetrics. Where possible, this class should include placeholder methods for functionality that is anticipated to be needed (e.g. tracking the state of the global index state machines, restoring metrics from global index service state documents).
