If we decide we would like to do metrics, the interface should be constructed:

  --metrics-level=[1,2,3] Sets the level of metrics gathering, 3 being all possible metrics. Default is 3.

And any metrics gathering needs to be updated to check the current level before performing or after when create the metrics data.
