Remove outdated orphans tracking testing from upgrade_downgrade_sharded_cluster.js

      The featureFlagOrphanTracking has been enabled in v6.0 and upgrade/downgrade behaviors around this feature flag are tested in upgrade_downgrade_sharded_cluster.js.

      With the branching to 6.1 and update of FCV constants, the upgrade/downgrade tests around orphans tracking are not valid anymore. The test has passed until now just becase this feature flag check on master is wrong and always returns false (the feature flag is enabled by default, so not enabled on TestData).
