remove OpObserverImpl dependency from FcvOpObserver

      The FcvOpObserverImpl currently includes the header for OpObserverImpl to access the decorator for the document key set in OpObserverImpl::aboutToDelete. We should consider moving this decoration to the op_observer_util library where the rest of the document key helper functions currently reside.
