There are a few shim libraries that are created but not needed because there is no system support for those libraries ie: tomcrypt, abseil, timelib. We should remove the shim libraries in those cases, as they are extraneous.

tomcrypt, abseil & timelib are a few examples where shim libs are not needed, but there may be more.

Also, some of the third party libraries may have strange versioning in the filepath name – ie: src/third_party/tomcrypt-1.18.2 which can make it challenging to reference if/when the versioning changes. We should remove this versioning.

There are quite a few libs in the src/third_party directory that use versioning & should be cleaned up.
