Change BasicCommandWithReplyBuilderInterface::Invocation::ns() to generate namespace string with validated tenant id

      Currently, BasicCommandWithReplyBuilderInterface::Invocation  ns() function does not have validate tenant id in the generated NamespaceString object.

      In this ticket, we should change the code to get validated tenant id from opMsgRequest and put it into the generated ns object.
